An owner builder is an individual who does owner builder work under the authority of a permit.
Owner Builder work is any work (including supervision and co-ordination) involved in the construction of, or alterations, repairs or additions to, a dwelling (which includes a house, terrace, town-house, garage, swimming pool and certain other structures and improvements).

NSW - Owner Builder Course
Ending 30th September 2010 (Date extended)
The 'current' 1 day NSW Owner Builder Course changes over to the new 4 day OFT course 91509NSW - Course in Owner Builder Compliance on 30th September 2010. The NSW Office of Fair Trading has structured this new course which from 30th September 2010 will be the only one approved and which can only be delivered by a Registered Training Organisation (RTO).
If you have completed the 'current' NSW Owner Builder Course (Workshop, Correspondence or Private Tuition) but have not submitted the Knowledge Test, it is advised that it be completed by 30th September 2010.
In NSW, if you are planning to build a home, extension, renovation, garage or swimming pool yourself or using sub contractors where the proposed work's value is more than $12,000 (including labour and materials), you must obtain an Owner Builder Permit. Some local councils will require you to build as an Owner Builder if the value of your project is $5,000 or over.
To obtain an Owner Builder Permit, as the owner of the land, you must successfully complete a Course approved by the NSW Office of Fair Trading, and obtain a Certificate of Attainment in the identical name on your Title Deed either in your own right, or as a joint owner. Important Notice: The final 'Owner Builder Course - Workshop' of the current approved course will be held on 25th September 2010. This is the last available workshop before the new changes in compliance of the course are implemented on 30th September 2010. You can purchase the correspondence version of this course provided that you complete and return the knowledge test by the 30th September 2010, upon achieving a satisfactory pass (80%), you will then be issued a 'Statement of Attainment' certificate. All 'Statement of Attainment' Certificates issued before the 30th of September 2010 for this soon to be superseded course, must be used to apply for an Owner Builder Permit at an OFT Centre by Friday 31st December 2010 at the latest.

NSW - Owner Builder Course (NEW)
Beginning 1st October 2010
From 1st October 2010, all home owners who wish to obtain an Owner Builder Permit in NSW from the Office of Fair Trading for residential building work valued over $12,000, will be required to complete a new accredited Course through a Registered Training Organisation. This new Course will be the only approved course recognised from which to secure a Certificate of Attainment, necessary to obtain an Owner Builder Permit in NSW. The Building Centre Network can book you into this new Course which is being conducted by its RTO Alliance Partner.
The Course – 91509NSW Course in Owner Builder Compliance
To complete the new Course, you must first have completed the OHS Unit CPCCOHS1001A Work safely in the construction industry (sometimes known as the 'White Card'), which can only be completed through face-to-face learning. If you have not completed an OHS Unit, we can arrange for you to complete this Unit as part of the new Course, or before you commence the new Course with us.
The new 91509NSW Course in Owner Builder Compliance consists of five (5) Modules:
- Module 1: Occupational Health and Safety Construction Policies, Procedures and how to apply them
- Module 2: Preparing to be an Owner Builder
- Module 3: How to read the drawings and plans, interpreting Specifications, Basic Estimating, Costings and Cash Flow
- Module 4: Administering Contracts
- Module 5: Managing the Work (Planning, Organising the trades and conducting communication on the site)
The fee including GST for the new course is TBA.
Completing the Course
The new 91509NSW Course in Owner Builder Compliance can either be completed through:
- 4-day face-to-face Workshop, conducted in Sydney, can be attended either over two consecutive weekends, or week days from Monday to Thursday
- Individual Distance-based Learning, which can be completed at your own time and pace, and we estimate that it will take 3-4 weeks of part-time study to complete, including submitting and passing the required Knowledge Tests for assessment, before a Statement of Attainment Certificate can be issued.
If you have no previous building knowledge or experience, and if you are in a hurry, we believe attending a Workshop will be the quicker and easier option for you.

VIC - Owner Builder Course
In Victoria an Owner Builder’s Permit is required for building works carried out on your land that exceeds $12,000. The applicant must sign a statutory declaration and pay a $79 fee. Owner Builders may only obtain a building permit for a single dwelling and associated work on a single property in any three-year period. It is required to complete all 5 Modules to obtain the Owner Builder's Permit.
The Owner Building in Victoria Course held in Melbourne, which comprises of 5 modules:
- Knowledge Module 1.1: Design Check - 5 Star Energy Rating explanation (3 hours)
- Knowledge Module 1.2: Estimating, Cost control plus Occupational Health & Safety (3 hours)
- Knowledge Module 1.3: Off site co-ordination + Administration, On site supervision, Planning & Permits (3 hours)
- Knowledge Module 1.4: Specification workshop A - Contracts + Insurances (1 hour) / Module 1.5 (2 hours)
- Knowledge Module 1.5 Specification workshop B - Materials & Systems, Identification, Product & Material info. (3 hours)
Please note: When Module 1.4 is held, as it is only for 1 hr, Module 1.5 will begin straight after and run for 2 hrs. Module 1.5 runs for a total of 5 hours.
The fee including GST is $330 per person, or $440 for a couple.
